SSA RFI: Customer Identity Credential and Access Management Solution

“The Social Security Administration (SSA) Office of Systems is researching a solution for managing all aspects of Identity Credential and Access Management (ICAM) for external users that is separate and apart from anything we have in production today; the potential end goal is to replace the existing external ICAM platform(s) currently in use at SSA.”

“Solution must provide:

  • Remote identity proofing at National Institute of Standards and Technology (NIST) Identity Assurance Level 2 (IAL2)
  • Authentication at Authenticator Assurance Level 1 (AAL1), Authenticator Assurance Level 2 (AAL2) & Authenticator Assurance Level 3 (AAL3)
  • The ability to support applications at different authentication levels (NIST AAL1, AAL2, and AAL3), and to enforce step-up authentication as needed.
  • Multiple user multi-factor authentication (MFA) options
  • Integrated secure password management and risk mitigation
  • Credential issuance/management/maintenance
  • Federation at Federation Assurance Level 1 (FAL1) and Federation Assurance Level 2 (FAL2) for entities
  • Federation at FAL1 and FAL2 for individual users
  • Privilege management
  • Delegation
  • Account lifecycle management
  • Fraud detection and mitigation
  • Risk based decisioning
  • Adaptive access control
  • Self-service options
  • Omni-channel solution that provides integrated user management across channels
  • Support for multiple user workflows based on type”
