“The Social Security Administration (SSA) is searching for a Commercial Off The Shelf (COTS) platform that will be used to build the agency’s department-wide programs from Portfolio Management, Enterprise Architecture, Security and other functions.  These program areas contain valuable information to the organization but often the information within applications that manage the data overlaps with other systems.  When this occurs, a situation arises that, if not handled properly, can lead to data inconsistency, data integrity issues, and end-user frustration.”

“At SSA, an initiative is underway to develop a system that can collect, maintain, report and store data that is used within various programs at the agency including, but not limited to, Capital Planning and Portfolio Management, Enterprise Architecture, Project Portfolio Management, Security and others. To enable the organization to have a system that can capture, maintain and provide analytics to multiple users, a comprehensive system/platform is needed with the requirements outlined in this document.”

“SSA is seeking to acquire a COTS platform that will be used to build the agency’s department-wide programs from Portfolio Management, Enterprise Architecture, Security and other functions.  In addition to the software itself, SSA may require assistance with the initial installation, configuration and deployment.”

Platform Features

  • Reporting for all Users
    • The system/platform shall provide reports in a variety of formats for all users within the organization.
      • These users comprise non-technical users, business analysts, and “power” users.
    • Reports to non-technical users shall be delivered automatically for viewing or be made accessible via a simple user interface.
      • Business analysts will need to receive information in forms where further analysis can be performed, such as filtering searches, resorting, or adding calculated columns. Power users will need to access and analyze information in a more ad hoc fashion.
    • Information shall be presented in various output forms that are maintained within the platform.
      • The BI platform reporting and analytic needs of the enterprise can be driven by internal organization users or external user communities.
    • Solution shall support the ability to report on live data
    • If a reporting engine is required to be managed for ad-hoc analysis, this reporting engine shall be scalable and configurable to provide the various required reporting features:
      • Reports shall be accessible to all users within the user community
      • Reports shall be available to users based on role
      • Reports shall accessible via authentication and un-authenticated methods
    • Variety of Reporting Features and Output
      • Within an organization, the deployed platform shall be able to address the needs of users with various forms of data output.
      • The platform shall be able to provide the following types of data output or visualizations:
        • Scorecards – for top level managers
        • Dashboards – for all users
