SSA requires Contractor support services to assist with the development, maintenance, modernization, and implementation of the agency-wide applications that automate the SSA HSPD-12 and FICAM program. This includes numerous SSA subsystems with complex interdependencies.
The necessary software and equipment for this effort are owned or licensed by SSA, and are located in SSA and Disability Determination Services (DDS) offices throughout the United States, including its territorial possessions, as well as State Department outlying offices around the world.
The contractor shall assist OIS with the following FICAM-related tasks:
Assist with business analysis and cleanup efforts related to Top Secret. As the current primary source for initial identity management, a significant survey and cleanup effort must be undertaken before SailPoint can supplant Top Secret. This requires the creation of business process documentation, assistance with communication with resource owners, independent research, reviewing currently defined processes and refining them to current standards, and participating in requirements gathering sessions for potential modernization of certain components of Top Secret screens.
In addition, the existing onboarding and off-boarding software (EPECS) recently underwent a rigid third-party analysis of this newly designed framework will fall on the contractor. However, based on preliminary recommendations, several processes will be stripped from the old workflow and either integrated into SAM or developed into stand-alone workflows within the SAM framework (e.g., biometric renewal, contractor security certification form, etc.).
The new contractor development staff will be responsible for re-design of these existing processes as well as for providing support on various other SAM application development and FICAM initiatives
Contractor support will be used to design, develop, test, and implement software needs following the established SDLC in support of HSPD-12 efforts. These efforts will ensure the agency’s compliance with HSPD-12 mandates, FICAM guidelines, and other congressional initiatives.
Provide Agency-wide support on all HSPD-12 related systems and applications as well as any FICAM and security related applications developed by OIS
