“Section 1149 of the Social Security Act, as amended by section 121 of the Ticket to Work and Work Incentives Improvement Act of 1999, requires that the Commissioner of Social Security establish a community-based Work Incentives Planning and Assistance (WIPA) program to provide accurate information to Social Security Disability Income recipients and Supplemental Security Income disability beneficiaries.”

“… Beginning in July 2020, Social Security will support one contract to provide comprehensive training and technical support to agencies awarded a WIPA cooperative agreement, certain Social Security staff, some staff of organizations providing services under a Social Security Research and Demonstration project, Employment Networks (EN), other select community partners, and the Help Line as described above.  We anticipate funding this contract through July 2025, pending availability of funds.”

“We seek a contractor with expert understanding and experience including, but not limited to all of the following:

  1. A wide range of work incentives, work supports, and other benefits and supports for people with disabilities and people living in poverty;
  2. Providing training and technical assistance on these programs, including coordinating logistics and accessibility of training sites, materials, and delivery methods;
  3. Data collection and research methodologies;
  4. Managing large-scale projects that involve simultaneous ongoing tasks in several sites including knowledge about the use of accessible virtual technologies;
  5. Providing reliable, understandable and current information on laws, regulations, policies, and practices to support work activity by beneficiaries;
  6. Assistive and adaptive technologies, accommodation requirements and practices; and
  7. Model practices for providing WIPA services, including outreach to diverse, underserved and remote populations…”
