“As the Managing Director for the Acquisitions Management Office, the incumbent is responsible for all contracting and procurement operations, including Diplomatic Security; Facilities Design and Construction; Business Operations; International Programs; and Worldwide Operations.  The incumbent also serves as the Head of Contracting Authority (HCA) and exercises delegated authority to manage assigned contracting activities pursuant to the Department of State Acquisition Regulation (DOSAR), and is accountable for many decisions in the acquisition process as described in the DOSAR and the Federal Acquisition Regulation (FAR).  Similarly, to managing the Department’s overall domestic acquisition program and contracting operations, the incumbent provides executive level strategic leadership, and oversight of a comprehensive array of exceptionally complex, high-dollar, and/or controversial acquisition management issues and program operations, and serves as an authoritative departmental spokesperson and official representative on contracting matters under his/her purview.  The incumbent further participates in the development of the vision, goals and strategic direction for the organization, and ensures that the decisions and strategies are fully implemented.”
