“1.0 Introduction

The Case Management Systems Office (CMSO) provides information technology (IT) support for software development, systems engineering, maintenance, and operations of national IT systems for the Administrative Office of the United States Courts’ (AO) Department of Program Services (DPS). These applications, as designed, support both the goals and mission of the DPS and are directly associated with the daily operations of the systems currently in use within the judiciary’s Bankruptcy Courts, District Courts, Appellate Courts, Defender Services Offices, and Probation and Pretrial Services Offices located throughout the United States and its territories…”

The AO has a legacy Appellate Case Management/ Electronic Case Files (CM/ECF) system which is a customcoded Java Swing application and needs to be modernized due to deprecation of Java Swing technology by March 2023.

“3.0 Scope of Work

The CM/ECF division requires contractor services to convert the Appellate CM/ECF Java Swing codebase to ReactJS.

Tasks to complete this conversion include:

  1. Project Management / Project Plan
  2. Business Analysis
  3. Demonstration of Conversion, Migration, and Implementation of all Appellate Utilities to ReactJS code
  4. Testing
  5. UI/UX Design
  6. Documentation
  7. User Acceptance Testing 8. Security Management…”

“4.0 Requirements

4.1 Conversion from Java Swing to ReactJS

The contractor shall successfully convert the CM/ECF Appellate application codebase from Java Swing to ReactJS and pass User Acceptance Testing (UAT) on a government provided environment. The contractor will be paid in full upon successful completion and acceptance of the conversion after successful UAT. There will be no interim payments.

Conversion shall be completed no later than March 15, 2023. The end date cannot be delayed.

The contractor shall be responsible for managing this project so that any risks are mitigated and does not delay the project being completed on time…”
