“The Bureau QMS Development Team wishes to identify potential areas for contracting non- governmental activities of the QMS to improve workflows, efficiency, integration, and record keeping. The Bureau QMS is issuing this request for information (RFI) to identify entities that provide specific Quality Management System assistance to include such services as external assessments (audits), document review, training, and document creation.

Description of Roles and Tasks:

A. External Assessments (Audits)

“Required: The identified entity will perform desk (paper) audits and in-person or web- based conferencing reviews to determine conformance with Bureau QMS Core Element Guidance documents (requirements, in development)…”

B. Review of Documents

“The scope of the USGS QMS System is broad and encompasses scientific research and routine laboratory operations in a variety of scientific disciplines. The disciplines are conducted throughout 7 regions and consist of work within Mission Areas: Core Science, Water, Ecosystems, Natural Hazards, and Energy and Minerals. Because of the breadth of laboratory types and disciplines, a tailored approach to QMS is employed. This tailored approach refers to basing the application of the Core Element requirements to the risk tolerance for the activities in the laboratory (greater risk = more stringent requirements; lesser or no risk = minimum requirements)…”

C. Training

“Required: The Bureau QMS Development Team seeks an entity to develop a multi-level, role-specific training program. The entity must have familiarity with USGS Quality System requirements or be trained to the use of the documents…”

D. Documentation Creation

“Desired: The USGS QMS is approaching implementation. Many USGS scientists are not familiar with QMS Systems. This work requires the creation of documents to summarize USGS requirements for use in the laboratory as an implementation aid. The contractor should develop templates for quality documents, such as Standard Operating Procedures, or checklists…”
