USPTO seeks Director to lead Office of Procurement

“The Procurement Officer is the principal advisor to the Chief Financial Officer and the Deputy Chief Financial Officer on the USPTO acquisition process, strategic acquisition planning, procurement management, performance-based contracting, strategic sourcing, and other acquisition-related concerns. He/she is responsible for the overall planning, coordination, and direction required in managing the USPTO’s acquisition and procurement activities.” 


The Procurement Officer serves as principal Contracting Officer for the USPTO. The incumbent has the procurement authority for the USPTO (subject to Government-wide restrictions) to enter into any contracts or purchase orders necessary to accomplish the mission of the USPTO. He/she maintains a system for delegation of procurement authority, and delegates procurement authority to appropriate officials within the USPTO, as deemed appropriate in accordance with the Contracting Officer Warrant/Certification program. Additional but not limited essential duties for the Procurement Officer are as follows: 

  • Serves as the primary counsel to the Chief Financial Officer (CFO) and Deputy Chief Financial Officer (Deputy CFO) on all acquisition related concerns for USPTO operations and programs. 
  • Directs the acquisition and procurement programs for the USPTO and serves as principal Contracting Officer for the Agency.  
  • Provides advice and guidance throughout the USPTO on acquisition related statutory/regulatory requirements, and keeps current with statutes, policies, regulations, trends, and initiatives. Effectively leverages the statutory exemptions and contracting flexibilities available to the USPTO to deliver best value business solutions to USPTO’s business units. 
  • Collaborates with senior officials of the USPTO to develop transparent long-range acquisition plans and strategies for highly complex needs to accomplish the agency’s mission and strategic goals.  This includes setting acquisition strategies for high visibility Information Technology (IT) acquisitions with a focus on agile software development and performing contract analysis activities for requirements related to the significant mission delivery acquisitions, including IT goods and services with a focus on agile software development where selection involves tradeoff among non-price factors. 
  • Maintains liaison with business partners regarding the status of significant procurement actions and facilitates a culture of openness, accountability, and communication throughout the acquisition process and among the procurement team. 
  • Ensures the timeliness and quality of procurement actions, including: appropriateness of contract type selection; adequacy of competition sought and actually obtained; acceptability of contract solicitations and related clauses; reasonableness of competitive range determinations; reasonableness of contractor selection justifications; adequacy of contract file documentation; and adherence to procurement regulations and directives. 
  • Assures the proper performance of contract administration functions, including setting policy and procedures for Contracting Officer’s Representatives (CORs), who aid in monitoring the progress of contractor performance; determining compliance with stated terms and conditions; ensuring proper and timely payments to change orders and equitable adjustment of claims; processing other types of modifications; and initiating termination actions and resolving related claims. 
  • Establishes overall Office of Procurement policies and objectives, which align with and support the OCFO and USPTO missions. Develops and implements procedures necessary for successful accomplishment of the procurement mission, and managing all functions of the office, including planning and assigning work and managing staff and financial resources. Frequently is the final decision maker in dealing with procurement issues. 
  • Responsible for maintaining a continuous improvement program for USPTO acquisition and procurement policy and operations to determine areas in need of enhancement to adhere to prescribed regulations and/or to improve customer service, quality, and/or the timeliness of procurements. Collaborates with internal USPTO business partners to improve inter-connected processes, and ensure program officials are advised of their role in significant aspects of the acquisition process. Recommends policy changes to the CFO and Deputy CFO and oversees implementation and execution of policy and process changes.”
