“Background – The Office of Strategic Planning and Communication (CG-925) is responsible for supporting CG-9 and the Chief Acquisition Officer’s (CAO) strategic and organizational planning initiatives, internal and external communication and engagement; responses to outside inquiries from Congress, the Government Accountability Office (GAO), Office of the Inspector General (OIG), and Freedom of Information Act (FOIA) requests, acquisition knowledge management policy and processes, and CG-9 portal knowledge management and tool development. Changes within CG-9 mission, vision, goals, and priorities may necessitate additional functional and research areas during the performance of this contract.
The Office of Research, Development, Test, and Evaluation (CG-926) is a Coast Guard resource for scientific knowledge and capabilities providing innovation, adaptive research, development, testing, evaluation, analysis, and technology solutions for the maritime environment to enhance current and future asset acquisition and mission execution. The Chief of the Office of RDT&E, CG-926, the principal advisor to the Assistant Commandant for Acquisition for RDT&E, provides oversight and direction of the CG RDT&E Program, and serves as the Technical Control Office for the Research and Development Center (RDC).”
“Objective – The Contractor shall perform all necessary work to prepare and provide Project Management and Technical Support Services for CG-925 and CG-926 in accordance with Attachment 1 BPA PWS. All work and services shall be performed in accordance with the terms and conditions of the Contractor’s GSA’s MAS under SIN 541611 Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services contract hereinafter referred to as GSA MAS contract, and the resulting BPA.
The objective of this RFQ is to award a single BPA in accordance with FAR Subpart 8.4.”
“Scope – The purpose of this task order is to obtain project management and technical support for projects within the Office of Strategic Planning & Communication (CG-925) and the Office of Research, Development, Test and Evaluation (CG-926).
Support services for CG-925 shall include development and update as well as alignment of the CG-9 Strategic Plan and associated Action Plan to DCMS and USCG strategic plans, responses to Mission Support Strategic Action Plans, support development and test of internal controls relating to strategic planning and communication policies, processes, and procedures. CG-925 facilitates and tracks CG-9 performance measures which requires coordination to update the Acquisition Performance Management System (APMS) performance measurement dashboard. Also, support of CG-9 strategic and organizational assessment initiatives and related support drafting charters, planning and scheduling, meeting support, and development of related deliverables is required.
Support services for CG-926 shall include strategic plan implementation and development of related deliverables, portfolio development process support, assistance with stakeholder outreach, innovation program and innovation council support, information management, and tasker and data tracking. The scope also includes support for the Office of Research, Development, Test, and Evaluation (RDT&E) initiatives with USCG Centers of Excellence (COE), Department of Defense (DoD), Department of Homeland Security (DHS) Science and Technology (S&T), DHS Components, DHS Federally Funded Research and Development Centers (FFRDC) and other government agencies (OGAs), as determined by CG-926. Additional duties in support of the RDT&E Program include but are not limited to administrative assistance, meeting planning, facilitation support, report and documentation development, analysis and analytical support, as well as other duties as assigned.”
“REQUIREMENTS – The Contractor shall provide the following support services as identified in support of CG-925’s efforts. All Contractor deliverables shall be completed to the highest industry standards and shall be submitted to the Government virtually free from errors for review and final approval as follows: written products and deliverables under this task order shall be grammatically correct, factually accurate and up-to-date, and consistent with the USCG Correspondence Manual CIM 5216.4C.
3.1.1 PROGRAM MANAGEMENT SUPPORT – The Contractor shall deliver professional analytical support to CG-925 in conducting project management responsibilities, information management, strategic planning implementation, supporting major acquisition programs, and knowledge management.
18.104.22.168 The Contractor shall assist in preparation of draft documents, including emails, routing slips, memos, letters, meeting minutes, position papers, white papers, briefs, requirement documentation, instructional memos, required training material, standard operating procedures, program documentation, and presentations.
22.214.171.124 The Contractor shall assist with facilitating and coordinating responses to acquisition program management related data calls from internal/external oversight organizations across CG-9 offices and divisions, such as CG-91, CG-92, and CG-93, including preparation of CG-925 weekly, bi-weekly, and quarterly reports. Other oversight organizations may include the DCMS, USCG Commandant’s Office, DHS, and Congress.
126.96.36.199 The Contractor shall assist CG-925 with developing, tracking, and maintaining accurate and complete project management documentation. The Contractor shall ensure grammatical correctness, organization, accuracy, consistency, and completeness. The Contractor shall maintain an electronic tracking system and library of CG-925 incoming documents requiring action, the responses, and outgoing correspondence.
188.8.131.52 The Contractor shall support program management strategy development, functional planning, analysis, research, recommendations, documentation, and coordination of input from stakeholders. The Contractor shall assist in preparation of Strategic Plan deliverables and associated documentation for both CG-9 and DCMS Strategic Plans and Action Plans. The Contractor shall support knowledge management strategy for CG-9 portal and associated tool.
184.108.40.206 The Contractor shall support alignment to the CG-9 Strategic Plan to Deputy Commandant for Mission Support (DCMS) and USCG strategic plans and shall support development and test of internal controls relating to strategic planning and communication policies, processes, and procedures.
