“The United States Department of Transportation (DOT), Federal Highway Administration (FHWA), Office of Information Technology Services requires IT professional services to support Salesforce implementation, governance, Operations and Maintenance (O&M), and additional application development activities for Technical Solutions for Transportation Assistance and Response (TechSTAR) …”

“FHWA is charged with the Development, Modernization and Enhancement (DME), Operation and Maintenance (O&M) services, and organizational governance for applications developed in a Salesforce Platform. FHWA seeks to create and manage a single Salesforce organization with multiple stakeholders, separate program offices, and with separate objectives. The scope of this order is to also ensure that applications remain operational, that the health of all projects is transparent to the Government, and that cost and schedule variances are addressed. The scope of this order also includes, but is not limited to:

  • The use of Project Management Institute (PMI) standards and practices for managing projects;
  • Maintain software applications such that they operate within defined parameters and perform required functions;
  • Develop application software that performs in accordance with Government requirements;
  • Configure the system to support business processes;
  • Create/groom a backlog of user stories based on business requirements collected from FHWA;
  • Collaborate with stakeholders;
  • Provide maintenance support to fix any defects found post-deployment;
  • Design, develop and implement Workflow;
  • Develop and maintain technical architecture/ Application Programming Interface (API) documentation;
  • Develop and maintain user’s guides;
  • Perform enhancements, patches, and updates to applications, data, or cloud systems;
  • Import data from the legacy systems;
  • Automate testing, staging, production deployment, and recovery using Continuous Integration/Continuous Deployment (CI/CD);
  • Train end users on the systems;
  • Initial application design and implementation; and
  • Provide integration for input and output methods.


This task order aims to utilize the agile development process to establish, develop and provide the on- going maintenance on all applications for FHWA. The Contractor will utilize their proposed agile software development methodology to develop, maintain, and implement applications using the Salesforce platform. This methodology defines the repeatable process of providing development, maintenance, and deployment services in small iterations lasting two to five weeks, which generally results in the delivery of usable software, data, or product, which have little to no inherent defects…”
