“In order to further its mission, NARA is seeking cost effective services for the continued support of Information Services Quality Assurance Division’s (IQ), Software Testing and Configuration Management following NARA’s System Development Life Cycle (SDLC), IT Governance Processes, and Configuration Management (CM) processes.

NARA maintains several information systems. These systems are in various stages of development, COTS adaptation, or operation. To ensure increased quality control of these systems NARA will be conducting various test activities/tasks which may require testing support.  NARA will be using two different development methodologies: Iterative (Agile) and Waterfall, both of which require test support. This effort will address the need for manual software testing, software test automation, performance testing, database testing, and configuration management support across all major and minor projects using both iterative (Agile) and Waterfall methodologies.”

“Scope of Work – Provide Testing Support – NARA will provide the overall CM and Testing management and approach via initial GFIs and follow-on project specific direction. However, the contractor will be providing a wide range of test support activities including but not limited to test plan development, requirement analysis, documentation review, and test execution (functional testing, accessibility testing, performance testing, exploratory testing, smoke and regression testing, Section 508, as well as other testing methods).

On average, as many as five (5) projects operate concurrently during the course of the period of performance.  There will be multiple deliveries for testing within a project. The support is needed for testing and regression testing fixes and the number of requirements for each project will vary based on the size of the project.  However, if a project is following the Agile methodology then the vendor will be asked to do user stories per sprint with sprint durations from two (2) to four (4) weeks. The vendor shall support testing activities including, but not limited to:

3.1.1 Perform functional, acceptance, and/or system testing on software deliveries.
3.1.2 Determine the scope of testing required.
3.1.3 Perform Smoke and Regression Testing.
3.1.4 Ensure that the system is fully tested (complete coverage of requirements and capabilities).
3.1.5 Ensure that the system has met the formal, agreed upon, Acceptance Criteria.
3.1.6 Validate the test documentation delivered.
3.1.7 Perform monitoring at the Sprint Level for Iterative Agile projects, acceptance and or system testing at the Release level within the Agile process on software deliveries…”

“Performance Testing – The purpose is to set up a strategy to investigate, measure, validate or verify quality attributes of a NARA system to aid in analysis in improving the system’s performance and create a baseline for all determined attributes and requirements.  This strategy shall then be used to verify and track the performance improvements of the system under test. Performance and Scalability Testing Service (which also includes providing the performance testing tool) as a Cloud service will be available for the entire PoP and can be applied to any NARA system requiring testing.

Recent performance testing and developed test scripts have been accomplished using the provided tool (i.e. JMETER), for establishment of baseline test scripts.  The vendor may use a different tool but must identify why the tool is more advantageous and how it will negate the impact of not being able to take advantage of the baseline test scripts. The vendor will aid in identifying the quality attributes that should be measured to provide feedback in improving the system under test and the performance service required to meet the objectives as…”

“The period of performance shall be for one (1) Base Year of 12 months with 4 Option Periods of 12-months each.”
