The objective of this PWS is to obtain Contractor support to provide the ECE system with Operations and Maintenance (O&M) and Enhancements, as needed. This is to ensure that business objectives, requirements, and mandates are fully met, while assisting the CI Program with providing Project Management and System Development Lifecycle (SDLC) support. The Contractor support shall require an integrated team approach between the Contractor, IRS-CI staff, and its stakeholders to ensure operations and performance is aligned with business goals and objectives. The Government will purchase any hardware & software, but the Contractor shall configure & support it, once delivered. The Contractor’s solution shall incorporate the current interfaces and functions of the existing ECE application to the cloud environment.
The Contractor shall ensure a cloud ready application with the ability to Link and Integrate with other CI application environments. The networking component should include both internal software-defined networks and AWS/Azure DirectConnect/ExpressRoute private line connection. The solution should further provide an easy to use intuitive user interface that includes, but is not limited to, the ability to easily scan documentation, a convenient and manageable process to upload data, and the capability to securely coordinate and share information with agencies and business partners outside of the IRS. The solution should be scalable for eventual full cloud deployment of the ECE application.
The Contractor shall convert ECE into an agile, hybrid-cloud based, data processing environment. The public cloud component must be cloud agnostic, able to access the full range of cloud service offerings across FedRAMP certified government clouds, and be able to be integrated into IRS-CI’s existing multi-cloud tactical law enforcement environment. The solution should leverage Hyper-Converged Infrastructure (HCI) for the on-premise component of the infrastructure. HCI systems must:
- Be software-based, including the ability to deploy on existing UCS blades and future hardware platforms.
- Be deployable on commodity x86 hardware (no proprietary hardware) available through multiple IRS approved vendors.
- Include infrastructure monitoring functionality, to include, but not limited to, metrics, endpoint management, endpoint protection, management, and end user monitoring.
- Include at least one Kernel- based Virtual Machine (KVM) compliant hypervisor solution.
