USDA Combined Sources Sought and RFI: Data Analytics for the Farm Loan Programs

“This notice is for a combined Sources Sought and Request for Information. This notice does not obligate the Government to solicit for or award a contract, nor will the Government reimburse any contractor for time and expenses they incurred to respond to this notice. The Farm Service Agency’s (FSA) Farm Loan Programs (FLP) is striving to improve the risk and funds management of its $30 billion loan portfolio and support ongoing program decisions through data modeling and analyses to inform management decisions. The FLP has large data sets spread across multiple systems that contain information on direct and guaranteed loans. These systems contain historic data consisting of loans in the magnitude of hundreds of thousands. For approximately the past twenty years, FLP has produced monthly reports that aggregate data detailing obligations and loans, delinquencies and losses, and borrower demographics. These reports are fragmented and static, and do not synthesize information from all data sources, detect trends, and are not predictive or provide insights on which real time and forward-looking data-driven decisions can be made.

The Government seeks sources capable of performing the following objectives:

  • Completion of FLP data strategy, prioritization, and modeling for 1 data set, such as nationwide and state-level loan obligations.
  • Mapping payment metrics to automated reporting for use in implementation of the American Rescue Plan, Section 1005, which will be reported to the Secretary, Congress, White House, Office of Management and Budget, Department of Justice, and public stakeholders.
  • Predictive modeling to support 2 learning agenda items: influence of economic factors on loan demand, delinquencies, and other risk factors; measures of the effectiveness of loan servicing.

Please provide a capability statement that demonstrates your ability to perform these services along with your NAICS and Business Size.
